Louisiana is experiencing an acute housing crisis characterized by a severe shortage of over 73,000 to 100,000 affordable rental units for low-income households, with over 86% of extremely low-income renters being cost-burdened. Rising rents, gentrification, and, in New Orleans, high short-term rental demand have exacerbated housing insecurity.


Key housing issues in Louisiana include:

  • Severe Affordability Shortage: There is a significant gap between the need for affordable, accessible housing and the actual supply, particularly for families with incomes below 50% of the area median income.
  • Extreme Cost Burden: Over 55% of low-income renter households in some regions spend more than 50% of their income on housing, leaving little for other necessities.
  • New Orleans Housing Crisis: As of late 2025, New Orleans faces a displacement crisis, where rents have risen drastically while incomes have decreased, making it one of the top 10 cities for fastest-growing home sales prices.
  • Impact of Natural Disasters: The state’s vulnerability to hurricanes causes significant, recurrent damage to housing, particularly in coastal areas, reducing the availability of safe, stable housing.
  • Homelessness and Budget Cuts:Potential reductions in funding for homeless services are expected to increase homelessness and encampments.
  • Low Wages and Poverty: A high state child poverty rate and rising costs of living further exacerbate the difficulty of accessing stable housing.

Efforts to address these challenges include the New Orleans Redevelopment Authority (NORA)working on revitalizing neighborhoods, though the pace of development struggle to keep up with the crisis.
